This is not quite a mod, but rather a program to be used with the Luacontrollers from Mesecons for controlling traffic lights. This is the same program that controls over 30 traffic lights on VanessaE's Creative Server, including all 27 of the ones owned by MineDOT.
It has the following features (pulled from the product page I made for it):
I just released a new version (3.2) of this today. It's designed for use with the latest update to my fork of streets, which puts the yellow light under software control.
Super cool stuff! I noticed you have a racecar mod you are working on, is it available for download? The kiddos at my school would go nuts having races! Take care.

Oh, that. That's not a race car mod, but rather it's referring to the software running behind the scenes on the Luacontrollers. It's... sort of a buggy and unstable mess.
Yet another new version out (3.3), which adds support for "be prepared to stop when flashing" beacons as well as pedestrian scramble crossings. See the manual for details.
It also fixes a few minor bugs, and more closely follows MUTCD specifications regarding transitioning from flashing to steady mode (when exiting the menu).
This sounds like it will be pretty awesome with the Cityscape Mod! Thanks for your hard work, the kiddos are going to flip when I get the traffic lights working.
