and both shaders opengl_fragment.glsl and opengl_vertex.glsl are in the *\client\shaders\default_shader folder, is there anty way to fix this?

What's the OpenGL reported by Minetest in the window title bar, or in the "About" tab? I suspect your GPU drivers are not set up properly, or it does in fact not support OpenGL 2.x.

I also question why you're using the administrator account. I hope there's no elevated permissions used by default, otherwise bad programs would have an easy time to corrupt your system.

it says that I'm using win32 OpenGL 4.0 and I'm using an admin account is because it doesn't load on a non-admin one.
