As long as it falls under one of the allowed licenses, which you'd have to check into. Without providing a link to the texture pack in question it's hard to give any better answer.

I looked inside your zip file. Those textures are directly from Minecraft. They're not licensed under anything ContentDB will accept, so the answer is 100% no. Minecraft's own usage guidelines state that you can do pretty much anything for personal use, which is normal for copyrighted works. But re-transmitting them from ContentDB is like putting a huge target on ContentDB saying "please shut me down".
