ContentDB has to more strictly check copyright on things like texture packs when they get uploaded there

It's nothing about this particular pack. It's just easier to vet code than textures usually, just given how easy it is to rip off copyrighted Minecraft textures - either Mojang's or ones that aren't allowed to be re-used for Luanti. ContentDB could be in big legal trouble if they distribute files to a lot of people that are infringing. If they get served a DMCA takedown request, they have to act very quickly to take action on it. It's better to vet things thoroughly the first time. The forums are a bit more lax.
